Why is my pet insurance payout so low?

Pet insurance companies often calculate coinsurance before subtracting the deductible from the veterinary bill, which drastically reduces the final reimbursement. This math leaves policyholders with surprisingly tiny payouts, like receiving only eight dollars back on an eight-hundred-dollar surgery.
