How to clean mold and swampy smells off a garbage disposal rubber flap

Persistent mold and swampy odors hide on the underside of the rubber garbage disposal splash guard where standard scrubbers cannot reach. This buildup survives routine liquid cleaners like bleach or vinegar, causing foul smells to return within a week whenever you use the sink.

There is this persistent mold(?) that keeps creeping up the kitchen sink drain. I have tried on separate occasions: baking soda & vinegar, diluted bleach, and hydrogen peroxide. It keeps coming back fully within a week, but even when it's not going strong, I can smell it anytime I am washing dishes or my hands.source ↗
