How to unclog a drain blocked by hardened materials

Substances like epoxy resin, candle wax, grout, and expanding clay solidify inside plumbing lines, turning into rigid blockages that standard drain snakes cannot clear. This completely stops water flow and often requires professional line cleaning or pipe replacement to resolve.

My gutters are clogged/damaged somewhere underground between my house and the neighbor's house.source ↗

Every time it rains, water overflows from the connection from my house gutter into the ground connection and floods into the neighbor's yard.source ↗

I have used a borescope into the drain but I do not see anything.source ↗

What company is the best to deal with this? I have called a few gutter companies, but they only deal with new installs.source ↗

Is it okay to grind paper towels using a grinder and flush them in a toilet?source ↗

Afaik paper towels can clog the sewer up because they have some chemical elements that don't dissolve. Not sure if grinding and flushing would make a difference.source ↗
