Why do roommates put unwashed dishes on the drying rack?

When people leave improperly washed items like coffee cups on a shared drying rack, it leaves clean dishes touching residue and creates an 'ick' factor. This frustrates others who want a clean zone but do not want to control housemates or end up doing their chores.
