Can you check bags to an intermediate stop on a layover?

Airlines rarely allow passengers to short-check luggage to an intermediate layover city because automated ticketing systems default strictly to the final destination. While a supervisor can sometimes manually override the system, agents frequently deny the request to prevent skiplagging or logistical delays, leaving travelers without access to their clothes and essentials during long layovers.
