How to replace a broken shutoff valve soldered to a pipe

Because the valve is soldered directly to the pipe, you cannot do a quick replacement of the entire unit. You can either try replacing just the internal guts of the broken valve, or call a plumber to handle the repair in difficult spots like a ceiling.
