Why are all my faucets sputtering on hot and cold water?

Air trapped in the plumbing system or a failing water heater can cause persistent sputtering across multiple fixtures, regardless of whether you try clearing the lines. This makes it difficult to determine whether you can fix the issue yourself or if you need to call a plumber.
