Why do hiring managers reject qualified candidates over superficial things?

Firms routinely pass over skilled applicants for superficial reasons like their clothing, personality, or inability to afford expensive interview attire. This arbitrary judgment causes capable professionals to get overlooked for jobs they are fully qualified to perform.
