How to fix carpet wrinkles without removing baseboards

You can fix carpet wrinkles either by pulling and re-stretching the carpet off the tack strip yourself or by hiring a professional to restretch it. Alternatively, some people look into cutting out the wrinkles and bonding the carpet back together. Crucially, none of these methods require removing the surrounding baseboards.

Looks like previous owner had carpet installed with virtually no stretching. I am wondering if anyone has had the wrinkles cut out and the carpet bonded back together? I’d prefer not to remove the base boardssource ↗
