Why does water flow drop drastically with normal pressure?

Although static water pressure stabilizes around 50 PSI, actual water flow drops drastically to 3.02 GPM after moving into a new property. This weak flow leaves homeowners troubleshooting technical components like cleaning pump switch nipples and figuring out confusing wiring colors.
