Why won't my Elementor homepage scroll?

A webpage editor can become completely unresponsive to mouse wheel scrolling due to plugin conflicts or broken JavaScript initialization. This locks the screen at the top of the page and forces users to rely on workarounds like the Structure Panel just to navigate lower.

I am having an issue where my vertical mouse wheel scrolling is completely dead while editing my homepage inside Elementor. The builder screen is locked at the very top of the page, though I can still click on elements.source ↗
