New fridge water dispenser stopped working

New refrigerator water dispensers often stop working due to a stuck inlet valve at the filter housing or issues immediately following a filter change. This prevents water from flowing to the dispenser even while the icemaker continues to function normally.

What people tried

Every workaround mentioned in the threads below. We haven’t tested any of them — and nobody here is claiming they worked.
