Why is water blocking my Bryant HVAC exhaust pipe?

Water builds up in the exhaust pipe during heating mode, physically preventing air from exiting the building. This leaves people unsure if they should open pipe caps to clean the blockage themselves or if there is regular maintenance they should be doing.
