Neighbor's cigarette smoke drifting into our yard and home

Secondhand smoke and strong fumes travel from neighboring properties and units into adjacent homes and backyards. This makes it impossible to safely enjoy outdoor spaces with young children or prevent smoke odors from invading living areas.
