Why is water coming out of this unconnected pipe?

Water can continue flowing from an unconnected pipe even after shutting off the power to the well and water softener. Tightening the fittings often fails to stop the leak, leaving people unsure if their plumbing setup or P-trap connection is assembled correctly.
