Why do local drivers refuse or fake pickup for wholesale packages?

Courier drivers frequently leave packages behind, fail to scan or secure shipments properly, or drop them off in unlocked public spaces where strangers can take them. Local drop-off shops also routinely reject large parcels due to a lack of space, leaving shippers unable to reliably get their wholesale orders out the door.
